In constitution, there is a provision that a person can become Prime Minister, Chief Minister, Minister, if majority of legislator supports and get elected as Member of Parliament (MP) or Member of Legislative Assembly (MLA) in 6 months. In Bihar state, Chief Minister has resigned and a good face would be a person who is educated, unbiased, hard working and yet to be Member of Legislative Assembly or Member of Parliament. This may fix some loopholes in executive.
